Christopher Smith, of Ringwood, was seen in a Hanover business using his cell phone to record underneath the victims' skirts and dresses, police said.
He then would place his cell phone in a handbasket facing up, and then, he would hold the handbasket low to the ground, walk up behind his victims, and record up their skirt or dress, police said.
The store’s loss prevention assisted in identifying the victims, who range from 13 to 57 years old, Hanover police said. Smith admitted to committing these acts and was charged with invasion of privacy. He was then released.
